Overview

The Assistant Treasury Manager is the first seat where the output is other people work. You review the daily position rather than produce it, you approve payments within a limit rather than prepare them, and you are answerable for the forecast accuracy of a team, not a spreadsheet.

The technical scope deepens at the same time. Hedging moves from execution to policy application: deciding which exposures qualify, what tenor is appropriate, and how the hedge will be documented for accounting. Banking moves from administration to structure — pooling design, account rationalisation, mandate frameworks and the implementation projects that follow.

In Singapore this rung is often where regional exposure begins. Groups running an Asia-Pacific treasury centre here typically give the assistant manager two or three markets, which builds the cross-border judgement the manager role assumes.

Where this sits: the third rung of the Treasury pathway, between Treasury Executive and Treasury Manager. The common lateral move is Assistant Finance Manager in the Accounting pathway.

Responsibilities

  • Review the group cash position and forecast, and hold the team to forecast accuracy targets.
  • Apply the hedging policy: assess exposures, determine tenor and coverage, and approve hedge requests within limits.
  • Approve payments, funding and intercompany movements within delegated authority and evidence the controls.
  • Lead banking structure work — pooling, account rationalisation, mandate frameworks and platform implementations.
  • Supervise, review and develop one to three analysts or executives, including workload allocation during peaks.
  • Own treasury inputs to month-end: interest, revaluation, hedge accounting entries and disclosure schedules.
  • Monitor covenants, facility headroom and counterparty concentration, and prepare early escalation to the manager.
  • Maintain and improve treasury policy, procedures and system configuration, and front internal and external audit requests.

Skills required

  • Review and approval judgement
  • Hedging policy application
  • Cash pooling and sweep design
  • Bank account rationalisation
  • Delegated authority controls
  • Hedge accounting under SFRS(I) 9
  • Counterparty risk monitoring
  • Covenant compliance tracking
  • TMS implementation support
  • Treasury policy drafting
  • Team supervision and coaching
  • Audit and control evidence
  • Cross-border funding awareness
  • Stakeholder escalation

Qualifications

  • A degree in accountancy, banking and finance or economics, with a professional qualification completed or well advanced.
  • Four to seven years of treasury experience, including at least one year of review or supervisory exposure.
  • Demonstrated hedging experience across spot, forward and preferably swap instruments.
  • Working knowledge of hedge accounting and how treasury activity lands in the financial statements.
  • Experience of at least one structural project — pooling, a bank tender, an account rationalisation or a TMS rollout.
  • ACT AMCT, CA (Singapore), ACCA or CFA is expected by most employers at this rung.

Career progression

  1. Assistant Treasury Manager

review the work, apply the policy and run structural projects.

  2. Treasury Manager

own liquidity, funding and risk for the group with bank relationship accountability.

  3. Regional Treasury Manager

extend the mandate across markets, entities and regulatory regimes.

  4. Assistant Finance Manager

the accounting-side lateral for a broader controllership base.

Recommended certifications

  • ACT Diploma in Treasury Management (AMCT)

the recognised professional standard for corporate treasury management.

  • CA (Singapore)

strongest where the group expects treasury to own its accounting outcomes.

  • CFA

differentiating where funding, investment or instrument valuation is material.

  • Hedge accounting under SFRS(I) 9

the technical gap that most commonly delays promotion at this rung.

  • TMS vendor certification (Kyriba, FIS, SAP TRM)

valuable where a system implementation is on the roadmap.

Interview tips

  • Lead with a decision, not a process. A hedge you sized and defended says more than the policy you followed.
  • Bring one structural project. Pooling, a bank tender or an account rationalisation, with the before-and-after numbers.
  • Show review discipline. Explain what you check first and what has previously slipped past you.
  • Be honest on hedge accounting. Partial knowledge stated plainly beats confident vagueness; interviewers probe this hard.
  • Ask about the treasury mandate. Whether treasury sets policy or executes finance decisions defines the ceiling of the role.

Frequently asked questions

What does an Assistant Treasury Manager do in Singapore?

They review the group cash position and forecast, apply the hedging policy and approve trades within limits, approve payments and funding under delegated authority, lead banking structure projects, and supervise analysts and executives.

How much does an Assistant Treasury Manager earn in Singapore?

Typically S$7,500 to S$9,000 on promotion, rising to around S$10,000 to S$12,000 with regional scope and deputising responsibility. Regional treasury centres and commodities groups pay at the upper end.

Is hedge accounting knowledge required at this level?

Increasingly, yes. You do not need to prepare the disclosures yourself, but you must understand how a hedge you approve will be documented, tested and presented under SFRS(I) 9.

How many people does an Assistant Treasury Manager supervise?

Usually one to three analysts or executives. Some Singapore roles carry no direct reports and instead trade headcount for regional entity coverage or a system implementation mandate.

What is the fastest route to Treasury Manager?

Owning a structural project end to end — pooling, a bank tender or a TMS rollout — while holding forecast accuracy and clean audit outcomes. Employers promote on demonstrated mandate, not tenure.
