Overview

Transfer pricing is where Singapore's role as a regional headquarters location becomes a technical discipline. When a group books management fees, royalties, intercompany financing or a principal trading structure through Singapore, someone must set the pricing, defend it economically and document it to IRAS standard. That is this role.

The work divides into three parts. Policy design decides how value and margin sit across entities. Benchmarking builds the economic evidence, using comparables databases and functional analysis. Documentation converts both into master file, local file and country-by-country deliverables that survive review.

The BEPS agenda has made the specialism structural rather than cyclical. Pillar Two, substance requirements and the tightening of Singapore's documentation rules mean groups now need continuous transfer pricing capability, not a once-a-year report. That scarcity shows in pay: transfer pricing managers typically command a premium over corporate tax managers at the same level.

Where this sits: a specialist manager rung in the Tax pathway, entered from Tax Senior or laterally from Tax Manager, and feeding Senior Tax Manager and Head of Tax.

Responsibilities

  • Design and review intercompany pricing policies for services, royalties, financing and goods flows.
  • Lead functional, asset and risk analyses through interviews with business and finance stakeholders.
  • Run benchmarking studies using commercial comparables databases and defend the comparable set.
  • Prepare and review master file, local file and country-by-country documentation to Singapore requirements.
  • Advise on business restructurings, principal structures and the substance needed to support them.
  • Assess BEPS Pillar Two and substance implications alongside the corporate tax team.
  • Manage IRAS transfer pricing reviews, queries and advance pricing arrangement applications.
  • Coordinate regional documentation programmes across multiple jurisdictions and member firms.

Skills required

  • Intercompany policy design
  • Functional and risk analysis
  • Comparables benchmarking

  • Country-by-country reporting

Qualifications

  • Six to nine years of experience with at least three focused on transfer pricing.

  • Hands-on experience with comparables databases and the defence of a comparable set under challenge.
  • Documentation experience across more than one Asian jurisdiction.
  • Exposure to IRAS transfer pricing review or an advance pricing arrangement is a strong differentiator.

Career progression

  1. Transfer Pricing Manager

own policy design, benchmarking and regional documentation programmes.

  2. Senior Tax Manager

broaden back across corporate tax while retaining the specialism as a differentiator.

  3. Head of Tax

the in-house destination where transfer pricing depth is increasingly a hiring requirement.

  4. Tax Manager

the lateral move back to corporate tax for those wanting wider compliance breadth.

Recommended certifications

  • ADIT with the transfer pricing option

the clearest specialist credential and widely recognised regionally.

  • SCTP Accredited Tax Advisor

the Singapore-recognised advisory tier, valuable for IRAS-facing work.

  • OECD transfer pricing programmes

direct grounding in the guidelines the documentation is judged against.

  • Comparables database certification

practical and quickly visible in the quality of a benchmarking study.

  • Singapore CA Qualification

useful where the role sits close to statutory reporting and provisioning.

Interview tips

  • Bring a defended benchmark. The comparable set, the rejections you justified, and how it held under review.
  • Show a policy decision, not a report. Documentation is table stakes; pricing design is the differentiator.
  • Name the jurisdictions. Regional documentation experience is the reason Singapore groups hire this role.
  • Have a Pillar Two view. Even a measured one signals you follow the direction of travel.
  • Ask about the advisory-to-compliance ratio. Some roles are documentation factories; the title does not reveal which.

Frequently asked questions

What does a Transfer Pricing Manager do?

They design intercompany pricing policies, run functional analyses and benchmarking studies, prepare master file and local file documentation, advise on restructurings and substance, and handle IRAS transfer pricing reviews and advance pricing arrangements.

How much does a Transfer Pricing Manager earn in Singapore?

Around S$9,000 to S$11,000 on promotion and S$12,000 to S$15,000 with regional and controversy scope — typically a premium of five to ten per cent over corporate tax managers at the same level, driven by scarcity.

Do I need an economics background for transfer pricing?

No, but it helps. Economics and law graduates are common in the discipline because benchmarking and functional analysis are analytical rather than compliance-driven. Accountancy-trained specialists are equally well represented.

Is transfer pricing a narrow career?

It is specialised but not narrow. The BEPS agenda has made it a permanent capability for regional groups, and Head of Tax roles in Singapore increasingly list transfer pricing depth as a requirement rather than an advantage.

How does Pillar Two affect transfer pricing roles?

It raises the stakes on substance and profit allocation, so groups need continuous rather than annual capability. In practice it has increased both advisory volume and the seniority at which transfer pricing decisions are made.
